To What Extent is Cooperation between Countries Possible Under Conditions of Anarchy?

Abstract

There are about more than two hundred countries in the world today, each with its own cultural system and background. Countries communicate with one another at the national, organizational, and individual levels, but there is also a lack of a system of government or authority. Various interactions between the countries are difficult to define by power. It’s a choice between confrontation and cooperation. The question is to what extent is cooperation between countries possible in situations of anarchy, which is a complex and comprehensive question.
