Abstract

The problem of special education is one of the key research issues in the education work of various countries. Special education in different stages shows different characteristics. All countries have legislated special education as a protective public affairs and basic rights and paid attention to it. Studying the development trend of international special education has important reference significance for promoting the development of special education cause. This paper analyzes the development trend of international special education and discusses the characteristics of special education in several different periods.
